Love the stitching, awkward fit

I really wanted to like this shirt but will need to return. I usually wear a size small, but when I tried this on, the shirt was (strangely) too small in the chest (34C) and giant around the waist (there's no tailoring). It doesn't feel slim or small. I'm also not sure how to wear the sleeves. The pattern has the "shoulder" fall at the top of your bicep, so not at the shoulder, and it's "normal arm size" and then it billows out around where the bicep is down to 3/4 length bottom, where it all pleats with the stitching. Are they supposed to be puffy?? In the end, it was a tight fit in the top, giant in the middle, and overall unflattering. It also seems shorter than what is indicated in the picture. If you go for it, I would recommend sizing up one size.
